Because it is an official app, it is free. Same thing happened to my favorite Twitter client for Android, but at least they still had the option of sideloading and providing your own API key. Despite Twitter said they were discontinuing it the app was updated less than two weeks ago. Sounds like the same thing that's happened to a lot of other 3rd party apps: ran out of API tokens. However, if you're looking for other good option check for Tweetdeck.
